RECORD GROUP 248.000 - DEPARTMENT OF ENERGY AND NATURAL RESOURCES

The Illinois Institute for Environmental Quality was established as an independent agency within the executive branch in 1970. The Governor appointed the Institute's director who in turn selected a small staff. The Institute was charged with making maximum use of existing state and federal agencies to investigate the practical problems of environmental conservation and protection and to recommend technical, administrative, and legislative changes designed to produce solutions. It was to work closely with the Environmental Protection Agency and the Pollution Control Board in helping those agencies formulate regulations and fulfill program goals. The institute was to take full advantage of the technical expertise of the various academic departments at the state's institutions of higher education, evaluate curricula, sponsor annual conferences, and issue annual reports to the Governor and the General Assembly (P.A. 76-2429, pp. 879-880).

A law passed in 1981 transferred the institute's responsibilities to the newly created Department of Energy and Natural Resources (P.A. 82-592, p. 3016). Further it assumed the functions of the Division of Energy of the Department of Business and Economic Development and the Museum Division of the Department of Registration and Education (P.A. 82-592, p. 3016). The Illinois Natural History Survey, Illinois State Water Survey, and the Illinois State Geological Survey physically remained at the University of Illinois at Urbana-Champaign but were placed under the Department of Energy and Natural Resources (P.A. 82-592, p. 3043). In addition to conducting research the department was charged with promoting the marketing of native coal; developing programs for energy conservation, alternative energy sources, and the safe disposal of hazardous wastes; and evaluating the economic impact and public health issues relating to nuclear energy in cooperation with the Department of Nuclear Safety (P.A. 82-592, pp. 3017, 3033, and 3046). An act passed in 1985 directed the department to prepare an extensive proposal for the location of a superconducting super collider particle beam accelerator in Illinois for the consideration of the U.S. Department of Energy (P.A. 84-647, p. 4204).

Files concern locating the superconducting super collider particle beam accelerator in Illinois and include reports, studies, plans, overviews, analyses, publications, maps, drawings, news releases, correspondence, memoranda, and copies of local, state, and federal regulations and legislation. Subjects include the Illinois site proposal, competition from other states, private and governmental interest in and support of the project, waste disposal, pollution, transportation, utilities, landscape, climate, U.S. Department of Energy Site Task Force visits, lobbying efforts, consulting contracts, land acquisition, land profiles, approach surfaces, fault locations, and projected social and economic impacts on the site location.

SUPERCONDUCTING SUPER COLLIDER PROJECT PROPOSALS OF VARIOUS STATES. 1985-1988. 3.5 cu. ft. No index.

Proposals submitted to the U.S. Department of Energy by Illinois and other competing states for the location of the project include executive summaries; evaluative reviews of such factors as regional resources, real estate and financial incentives, geology and tunneling, environmental impact, landscape setting, climatic conditions, and utility services; and maps of proposed sites and surrounding areas. For Illinois additional documentation includes state and federal permitting reports; township, county, municipal, and state resolutions supporting the site location; reports concerning site background radiation, disposal of excavated material, surface and groundwater supplies, test drillings, geological feasibility, and the cultural resources of the area; and an environmental screening atlas.

Environmental impact statement files include notices of the state's intent to prepare an environmental impact statement and conduct related public hearings, copies of draft and final environmental impact statements, transcripts of Illinois representative testimonies before U.S. Department of Energy public hearings held in regard to Illinois draft environmental impact statements, draft and final copies of Illinois responses to U.S. Department of Energy questions regarding the environmental impact statement, U.S. Department of Energy comments on Illinois responses, and related memoranda and correspondence.

Tapes record the public meetings conducted by the U.S. Department of Energy in Illinois concerning the state's environmental impact statement. Also included is footage of local and national television coverage of those meetings.

Video tapes were prepared by the department to promote an Illinois location for the project, to inform citizens of the nature and importance of the project, and to document local and national television coverage of the site selection process.

Included are a copy of an overview of the project, transcripts of department presentations, cassette tape recordings of meetings, transcripts of question and answer sessions, and related notes and memoranda.

U.S. Department of Energy news releases are included as well.
