The Illinois Energy Resources Commission was created in 1974. It was composed of five members each from the House and Senate and eight members of the public appointed by leadership from the House and Senate. It was created in reaction to a nationwide energy crisis and was charged with studying and making recommendations concerning the structure the state should adopt for the efficient management of efforts in finding solutions to energy related problems, coordinating proposed or ongoing programs of various state agencies, and preparing a long-range program relating to energy resources. It was to seek the cooperation and assistance of energy producers, institutions of higher education, and research institutions; promote the establishment by the federal government of a coal resource research and development center in Illinois; disseminate relevant information for consumer education and protection; and review all proposed energy development projects to be funded through the sale of general obligation bonds. It was required to make periodic reports to the General Assembly (P.A. 78-1125, pp. 763-767).
