RECORD GROUP 312.000 - ILLINOIS ARTS COUNCIL

The Illinois Arts Council was created by the General Assembly in 1965 to survey and assess the needs of the arts throughout the state; identify existing legislation, policies, and programs which affect the arts and evaluate their effectiveness; stimulate public understanding of the importance of cultural institutions; promote an encouraging atmosphere for creative artists in Illinois; encourage the use of local resources to develop and support the arts; and report to the Governor and the General Assembly biennially on its recommendations. It was authorized to accept federal and private funds to carry out its purposes. It is composed of between thirteen and twenty-one members appointed by the Governor (L. 1965, pp. 1965-1966).

Files include incoming and copies of outgoing correspondence, program reports, policies and procedures, organizational charts, copies of legislation creating the council, annual reports to the Governor and General Assembly, biographical sketches of council members, Attorney General opinions, newspaper articles, newsletters and bulletins, copies of testimonies of members before the General Assembly, and audit reports. Subjects include various arts programs such as film art curriculum development, poetry workshops, the cultural arts in Chicago, architectural studies, free ticket museum plans, arts in the schools, and street theater.

Minutes concern the appointments of members to advisory panels, advisory panel recommendations, council policies and procedures, considerations of grant funding for arts programs, community art program development, financial aid to local artists, planning and subsidizing cultural activities, and long range plans to develop new audiences. Also included are meeting notices and agendas, membership listings, advisory panel position papers, grant proposals, council guidelines, biographical sketches of members, program reports, press releases, photographs, and related correspondence.

Minutes of Architecture, Black Theater, Cinema, Community Theater, Dance, Literature, Music, Public Media, Theater, and Visual Arts Advisory Panels concern grant funding proposals, panel memberships, and panel guidelines. Subjects include touring cultural programs, free street theater, the Chicago Community Music Foundation, arts and recreation summer day camps, poetry readings, ballet companies, the East St. Louis Festival, the Mississippi River Festival, performing arts centers, folk music, music programs for public and parochial schools, the Ravinia Festival, painting exhibits, artists in residence, contemporary dance festivals, the restoration of architecturally significant buildings, and ticket discounts to attend cultural exhibitions and performances. Also included are meeting notices and agendas, grant guidelines, grant proposals, photographs, and related memoranda and correspondence.

ARTS COUNCIL FOUNDATION MINUTES. October 19, 1967-February 20, 1974. 0.25 cu. ft. No index.

The Illinois Arts Council Foundation was incorporated as a not-for-profit corporation to receive contributions from individuals and corporations to supplement federal and state funds allocated to the Illinois Arts Council. Minutes concern nominations and elections of officers, bylaws, operating committees, funding resolutions, the investment of foundation funds, approvals of expenditures, and policies and procedures for fund raising. Also included are meeting notices and agendas, membership listings, program and audit reports, and related correspondence and memoranda.

Survey questionnaires include the type of organization (e.g., school, theater, gallery, museum, symphony), type of facility (e.g., auditorium, recital hall, art gallery, gymnasium), name and address of institution or organization, types of activities (e.g., drama, ballet, sculpture, weaving, motion picture, play writing), audience accommodations (e.g., seating, acoustics), performance accommodations (e.g., stage, projection equipment), suitability of facilities for performances and exhibits (e.g., public meetings, symphony), organizational background (e.g., area served, year founded, tax exempt status), sources of income, and problems facing the organization. Also included are membership listings of local organizations, fact sheets on arts centers, histories of local organizations, newspaper articles, and notes on meetings with local organizations.
