RECORD GROUP 313.000 - GOVERNOR'S OFFICE OF HUMAN RESOURCES

The Illinois Office of Economic Activity was created by the General Assembly in 1965 to cooperate with the federal Office of Economic Opportunity and bring Illinois the maximum benefits of the federal 1964 Economic Opportunity Act, apply for technical assistance grants, publicize the provisions of the federal act, assist communities in developing community action committees, encourage development of research and training grant proposals, and coordinate state agencies which had resources bearing on local community action programs. The office employed a director, three assistant directors, and support staff. It was advised and overseen by a council of thirteen related state agency directors and chairmen and an Advisory Committee of twenty interested public members appointed by the Governor (L. 1965, pp. 1970-1972).

The Illinois Office of Economic Activity was replaced in 1969 when the General Assembly created the Governor's Office of Human Resources. This office was to review the programs of the Department of Public Aid, Division of Vocational Rehabilitation, Division of Vocational Education, Office of the Superintendent of Public Instruction, Department of Children and Family Services, Department of Corrections, Department of Mental Health, Department of Public Health, State Employment Service, Department of Business and Economic Development, Commission on Children, Human Relations Commission, and the Fair Employment Practices Commission and under federal guidelines form a comprehensive plan for the development of the state's human resources through the delivery of services at the community level (P.A. 76-1861, pp. 4110-4111). The office ceased to exist when its funding was ended in 1977 (P.A. 80-863, pp. 2533-2534).

Files include a copy of the federal 1964 Economic Opportunity Act and its amendments, activity reports, organizational charts, evaluation reports, funding statements, grant applications, guidelines and instructions, draft and final planning reports, newspaper articles, program plans, staff meeting minutes, photographs, budgets, copies of staff speeches, and related memoranda and correspondence. Subjects include the state's involvement in the War on Poverty, community action programs, delinquency, corrections, rehabilitation services, low income persons, housing, summer kindergarten, the elderly poor, foster grandparents, demographic analyses, men's training centers, the Job Corps, high school dropouts, unemployment, adult education, neighborhood economic development, a black summit, minority businesses, the Head Start program, law enforcement, drug and alcohol abuse, the Model Cities program, child growth, and technical assistance.

Files include grant applications, supplemental applications, compliance statements, program analyses, application summaries, timetables, budget analyses, progress and status reports, quarterly activity reports, organizational charts, bylaws, constitutions, meeting minutes, minutes of Community Action Committees, press releases, newspaper articles, and related memoranda and correspondence. Subjects of War on Poverty Community Action Programs include the Job Corps, Project Head Start, the Neighborhood Youth Corps, the Model Cities Program, the Upward Bound Program, foster grandparents, the Medicare Alert Program, legal assistance, technical assistance, reading clinics, delinquency prevention, the Vista Program, rural development centers, neighborhood centers, social welfare, recreation, voter registration, housing, and adult education.
