The Illinois Recreational Council was created by the General Assembly in 1967 to advise the Governor and General Assembly on making the maximum beneficial uses of the state's recreational resources, the needs of the general public and of special interest groups related to recreational facilities, and on prioritizing recreation projects. It was composed of three House members appointed by the Speaker, three Senate members appointed by the president pro tempore, and twelve public members appointed by the Governor. Of the public members four were to be representatives of industry, six from sportsmen and conservation interests, and two from labor. It was to report to the General Assembly biennially (L. 1967, pp. 4239-4240). The council was abolished by the Legislative Commission Reorganization Act of 1984 (P.A. 83-1257, p. 1176).

Minutes concern land uses, recreation project funding, tourism, upgrading facilities, camping sites, raising and lowering water levels, lodge operations at state parks, shoreline erosion, water quality standards, license fees, land acquisition, sites of state lakes, state park use, wildlife resources, the Hennepin Canal as a recreation area, and council staffing. Also included are meeting agendas, membership listings, council bylaws, activity reports, comprehensive plans, maps, policy statements, newspaper articles, news releases, and related memoranda.
