RECORD GROUP 364.000 - COMMISSIONERS OF STATE CONTRACTS

In 1874 the Attorney General, Secretary of State, State Treasurer, and Auditor of Public Accounts were named ex officio Commissioners of State Contracts (Rev. Stat. 1874, p. 993). As commissioners they were to grant contracts for the supplying of fuel, stationery, and printing paper for the use of the state and the printing, copying, binding, and distributing of all documents ordered by the General Assembly. These responsibilities previously had been exercised by the Secretary of State and briefly by the Commissioners of Public Printing, created in 1872. The Commissioners of State Contracts were abolished in 1915 (L. 1915, p. 672). Their printing duties were transferred to the Superintendent of Printing while the Secretary of State retained the power to award fuel contracts.

Minutes of the irregular meetings of the Commissioners of State Contracts concern contracts for printing, binding, and copying; distribution of laws, journals, and reports; and furnishing of printing paper, stationery, and coal. Minutes also include specifications set by the commissioners for these services and copies of bids submitted.

Files contain copies of contracts between the Commissioners of State Contracts and individuals or companies for providing fuel, stationery, and printing paper or for the copying, printing, binding or distributing of documents for the state. Generally included are performance bonds, statements of power of attorney, contract specifications, bidders' contract proposals, and contracts. Entries for each contract include name and address of contractor, type and quantity of goods or services provided, condition of the contract (e.g., manner of delivery), cost of contract, and signatures of the commissioners, Governor, and contractor.

Series supersedes CONTRACTS AND BONDS FOR CONTRACTS, RS 103.041. Series superseded by LEASES AND CONTRACTS FILE, RS 103.042.
