The Rivers and Lakes Commission was created in 1911. It was composed of one civil engineer, one lawyer, and one other person, all appointed by the Governor. Duties included supervision of all public bodies of water in the state, protection of the rights of the people in the full and free enjoyment of all public bodies of water, collection and distribution of data concerning public bodies of water, prevention of wrongful encroachment and pollution, preparation of plans for recreational areas, and decisions to allow or disallow all improvements, buildings, or structures in or beside public waters (L. 1911, p. 115). The commission was abolished by the Civil Administrative Code of 1917 and its duties transferred to the Department of Public Works and Buildings (L. 1917, p. 24).

Levee districts include the name, side of river on which district is located, and number of miles from Grafton. Drainage districts include name, county location, dates drainage began and completed, acres available and used for cultivation, pumping capacity, numbers of pumps and engines, numbers of dwellings and inhabitants, assessed values of district and adjacent land, operating costs, name of designing engineer, and detailed district boundaries. Drainage and levee districts include name, county location, dates work began and completed, acres available and used for cultivation, elevations, widths of levees, pumping plant size and equipment used, cost of construction and maintenance, and project engineer's name.
