The Liquor Control Commission was created in 1934 to administer acts relating to the manufacture, sale, and distribution of liquor in Illinois (L. 1933, 2d Spec.
Sess., p. 56). The three-member commission is appointed by the Governor. The commission and its staff issue and revoke licenses to manufacture, import, distribute, and sell liquor; fix standards of manufacture; recommend rules and regulations for the distribution and sale of liquor at the local level; hear and determine appeals; and analyze laws outside Illinois in order to suggest improved legislation.

Record of liquor licenses issued by the commission lists name of licensee and establishment licensed; location of establishment, including county; date license issued; license number; and amount of license fee. Record occasionally lists date and number of receipt issued, type of proprietorship, address of licensee, position held by licensee in establishment, names and addresses of partners and/or corporate officers, and address at licensed establishment's new location. Dated notes in record indicate any change in license status (e.g., establishment sold; name of buyer; license canceled, revoked, or renewed; name of person renewing license; violations of Illinois Liquor Control Act; police raids).

Files usually contain transcripts of testimony given before local liquor control commissioner, circuit court judge, and representative of the U.S. Department of the Treasury; transcripts of hearings and rehearings held by the Liquor Control Commission; and evidence presented at commission hearings such as affidavits, business records and photographs of establishment under investigation, notice of license revocation, reports of special investigators, and findings and decision of local commissioner.
Other papers and documents found in case files include subpoenas issued by commission; notices of appeal, hearing, and rehearing; and commission's findings and rulings. If case taken to state appellate or Supreme courts, file also contains briefs and arguments presented to courts.
For hearings held 1961-1963 case files also include police reports on alleged liquor ordinance violations, dockets of hearings, list of cases appealed to circuit court, transcripts of circuit court proceedings, court decisions, and other commission material concerning case presented to circuit court. Correspondence and memoranda relative to all phases of commission proceedings also are found in case files.

File primarily contains correspondence concerning investigative activities of commission's special agents. File occasionally includes lists of licensees operating in agents' territories and notes made by agents.

Record includes copies of the bill enacting the commission, publications, minutes, agendas, summaries of testimony before the commission, copies and drafts of the commission's report, a list of subcommittees, and copies of outgoing correspondence which relate to state legislation concerning the sale and consumption of alcoholic beverages.
