RECORD GROUP 472.000 - ILLINOIS COMMUNITY COLLEGE BOARD

The Illinois Community College Board serves as the governing body for the state's community colleges. It establishes standards for the colleges, investigates the feasibility of creating new community college districts, and provides for the colleges' maintenance. The board was originally created as the Junior College Board in 1965 (L. 1965, p. 1528), becoming the Illinois Community College Board in 1973 (P.A. 78-669, pp. 1980-1981).

PETITIONS TO FORM, ANNEX, OR DISCONNECT JUNIOR COLLEGE DISTRICTS. 1964-1972. 21 cu. ft. No index.

Petitions call for elections to determine the formation of, annexation of, or disconnection from a junior college district. Each petition includes petitioners' names and addresses, legal description of area under consideration, and notarization from each county in the area. Also included are proceedings of hearings, resolutions, and other material concerning the formation of an all Lake County district and reports and correspondence concerning annexation of land for and accreditation of Morton College.

RESOURCE ALLOCATION MANAGEMENT PLANS (RAMP). 1972-1977. 23 cu. ft. No index.

Plans submitted by each community college cover a wide range of institutional goals and activities. Each plan outlines the college's history, organization, and objectives and gives detailed information on its financial operations, educational programs, and learning resources. Also included is general information on the community in which the college is located and data on projected enrollments, proposed staffing, and new buildings. Prior to 1974, RAMP was known as the Master Plan.

PLANS FOR VOCATIONAL AND TECHNICAL RESEARCH. 1969-1978. 14 cu. ft. No index.

One- and five-year plans submitted by community colleges for board approval outline objectives for a vocational/technical program. Each plan includes name and address of college; names and telephone numbers of local administrators; name of plan coordinator; and the size, tax value, and population of the district. Plans provide additional data on total enrollment in vocational/technical courses, titles of vocational/technical courses, number of students enrolled in each course, long-range plans for credit and non-credit courses, tentative budget, and personnel. Also included are organizational charts and agreements with other educational institutions to provide vocational/technical programs.

APPLICATIONS FOR CURRICULA CHANGES. 1968-1977. 29 cu. ft. No index.

Requests for board approval of changes in community college curricula include course name and number, number of credit hours, number of hours spent in lecture and laboratory, type of degree or certificate associated with course, and minimum number of hours needed to complete degree. Course syllabus and related correspondence sometimes accompany applications.

Applications are included for the following types of programs: occupations-oriented (1970-1974), baccalaureate-oriented and general studies (1968-1977), new adult education (1968-1972), and community education (1976-1977).

A unit cost study for each community college comprises tabulated reports on: district cost per full-time equivalent faculty, by instructional area and discipline; district cost per student credit hour, by instructional area and discipline; district cost for student-faculty, by instructional area; and total district cost, by instructional area and discipline.

Claims for state apportionment payments submitted by community colleges list name of community college and district, district number, term dates, number of credit hours taken by in-district and out-district students, total number of credit hours taken, number of credit hours allowable for claim, and amount claimed. Claims are accompanied by data sheets which list each course name and number; number of in-district, out-district, out-of-state, and foreign students enrolled in each course; and total number of credit hours per district. Apportionment claims for City Colleges of Chicago are accompanied by state aid class enrollment reports which list each course title; whether day or evening course; number of students enrolled in reimbursable and nonreimbursable courses; numbers of full-time, part-time, male, female, and out-of-state students enrolled in course; total number of students enrolled in course; course fee; and total number of credit hours.

Community college claims for veterans' scholarship reimbursement include district name, address, and number; college name; term dates; number of veterans enrolled; number of credit hours carried; amount of tuition and fees claimed; and board's analysis of claim.

Forms were filed with board to reconcile differences between number of credit hours, number of residual instruction positions, and amount of operating expenses found in various reports. Forms usually include district number, college name, number of credit hours reported on apportionment claims each term, amount of expenditures for various funds, and a list of residual instruction positions and salary for each.

Memoranda from board to presidents and chancellors of community colleges concern courses and curricula, salaries, enrollments, proposed and pending legislation, budgets, grant funding, construction projects, district annexations, planning, litigation, unit cost studies, scholarships, tuitions, state apportionment claims, and board policies and procedures. Relevant board meeting minutes often are included.

COMMUNITY COLLEGE RECOGNITION FILES. 1966-1976. 4.5 cu. ft. No index.

Files include community college applications for recognition, recognition reports, comparative data for evaluating community colleges, self-study reports, related memoranda and correspondence, and occasionally, progress reports, tuition and fee schedules, college catalogs, and union agreements.

Applications for recognition include a description of the college and the district, names of officers, and analyses of the student body, faculty, curriculum, the district's financial base, and the college's fiscal operations. Recognition reports include summaries of the recognition applications as well as findings of the recognition team with recommendations.

APPLICATIONS FOR PUBLIC SERVICE PROGRAM GRANTS. 1973-1977. 4 cu. ft. No index.

Files for each community college district include reports on existing public service student grant programs and applications for approval of new programs. Applications for new programs show college and district and a description of the program with a listing of objectives, cooperating community organizations, and funding requirements. Annual reports on existing programs include a description of the program and an analysis of objectives met, community involvement, current and anticipated program participation, and proposed future funding. Also included are requests for supplemental grants, program evaluations, and budget materials.

Executive director's memoranda concern such matters as board meetings, appointments, and court actions involving the board. Board minutes with attachments include information about reports and recommendations of advisory groups (i.e., Illinois Community College Trustees Association, Illinois Community College Faculty Association); submission of administrative, organizational, financial, and enrollment reports; college programs; and legislation concerning community colleges.

Files for each community college district include reports on existing disadvantaged student grant programs and applications for approval of new programs. Applications show college and district, date, funding requirements, program description and cost, and a list of cooperating community organizations. Annual reports show college and district, description of program in relation to achieving objectives, a list of cooperating community organizations, and statistical data on student involvement in the program, enrollment, and costs. Also included is related correspondence.

Subjects include board meeting arrangements, appointments of new members, policies and procedures, pending litigation, community college district annexations, curricula, scholarships, construction projects, budgets, federal funding, accreditations and recognitions, enrollments, faculty salaries, and meetings of related bodies (e.g., Council of Public Community College Presidents, Illinois Community College Trustees Association).

Files concern both state-supported and locally-funded construction projects of statewide community college districts and include applications for board approval, staff recommendations regarding applications, cost estimates, bid announcements, award notices, local resolutions requesting application approval, narrative descriptions of projects with copies of schematic designs, detailed construction plans and "as built" drawings, requests for budget changes, quarterly status reports, copies of board minutes concerning projects, certificates of final acceptances or substantial completions, warranties and bonds for material and labor, and related correspondence with college officials, the Illinois Board of Higher Education, the Capital Development Board, and construction contractors. Frequently included are copies of construction contracts, modifications of professional services agreements, authorization requests for capital funds, appraisal reports, purchase orders, invoice vouchers, newspaper clippings, and Capital Development Board staff recommendations. Original master plans, contracts, and bid proposals are included for those projects which were solely locally funded.
