Commercial Driver Training

THIRD PARTY CERTIFICATION PROGRAM

The Illinois Secretary of State licenses and regulates private companies, municipalities, fire departments and governmental agencies for participation in the Third Party Certification Program. The program allows these entities to conduct the CDL skills and road exam for CDL class A, B, C, and M, for their employees who utilize a Commercial Drivers License for their daily operation.

If you are interested in the program, please review the Administrative Rules, 1030.60 regulating third party participants. Also please review the Third Party Certification Program Checklist below to ensure you have all of the forms needed for licensing.

Third Party Certification Program Checklist

If after reading the Illinois Administrative Rules, you choose to participate in this program you should submit the following:

For Main Facilities:

• Completed Application for Third-Party Program License
• Agreement Between the Illinois Secretary of State and Drivers License Third-Party Certification Entity
• Narrative and physical layouts of the official road test route that will be utilized for testing, see Federal CDL Road Test Criteria
• Completed Application for Third Party Certification Program Safety Officer

For Branch Facilities:

• Driver Training School Application For Branch License, (if licensing an additional location)
• Branch Agreement Between the Illinois Secretary of State and Drivers License Third-Party Certification Entity
