Cooperative Driver Testing Program



Background

On June 2, 1986 the Office of the Secretary of State implemented the Cooperative Driver Testing Program (CDTP). Illinois was the 10th state to implement this type of program. The Cooperative Driver Testing Program was not mandated by legislation but was implemented by Administrative Rule with participation in the program being voluntary.

The Program

The Cooperative Driver Testing Program is where the State certified driver education instructors administer the behind-the-wheel road test to their driver education students. The CDTP certificates, road test wavier forms, are issued to those students who meet the following requirements:

  • Complete a minimum of 30 hours of classroom study and 6 hours of behind-the-wheel training;
  • Receive a combined grade of A or B;
  • Receive approval from parent or guardian;
  • Pass an instructor administered behind-the-wheel test.

Instructor administered tests are regulated and approved by the Office of the Secretary of State.

Qualified students may present the CDTP road test score sheet, along with the 50 hours certificate reflecting completion of practice driving time. The Illinois State Board of Education, after the student has successfully completed an approved driver education course, will electronically transmit this information to the Secretary of State's office. The student, upon reaching the age of 16, must have held an instruction permit for 3 months prior to applying for a driver's license, provide written parental consent and provide acceptable identification documents verifying full legal name, written signature, date of birth, social security number and Illinois residency to any Driver Services facility whereby the road test will be waived and a driver's license may be issued.

Some students presenting certificates may be administered a road test by the facility under a spot check system. This system was implemented to ensure the quality and integrity of the program. Students should come to the facility prepared to take the road test, if requested.

Annual Re-Certification

Each September, a CDTP update packet is sent to every participating school district to the CDTP contact. The purpose of this packet is to obtain any new information form the districts (i.e. new superintendent, new contact person, new instructors, etc.) and to meet the re-certification requirements of the program.
