The minimum fee for a nonresident library card is calculated using a formula provided by the Illinois State Library. The formula for this fee is as follows:

Step 1:

Current Equalized Assessed Valuation (EAV) of the library’s jurisdictional area (available from the Assessor or County Clerk’s office). This will probably be a number in the millions of dollars.

Current levy rate for all library funds including Corporate, IMRF, etc. This is also available from the County Clerk.

Current EAV x Current Levy Rate = Tax Income

Step 2:

Divide the tax income as calculated above by the population served.

Tax Income ÷ Population Served = Per Capita Cost

Step 3:

Get the most recent census information on the average household size of the area within your jurisdictional boundaries. (To calculate the average household size from census data, divide the population by the number of houses.)

Multiple the average household size by the per capita cost.

Average Household Size x Per Capita Cost = Minimum Non-Resident Fee According to the State Formula
