Requirements and Responsibilities for Group Services
- Libraries must be full (not developmental) Regional Library System Members.
- Libraries must comply with the OCLC Principles of Cooperation.
- Libraries must respond to messages in the OCLC ILL Request Manager.

- New users: deeply discounted pricing for the first three years; based on materials budget.
