The Library Services Division serves the information needs of state government. The Library Services units are:

- Library card application: Print out the applicable library card application and send it to Illinois State Library Circulation Desk, 300 South Second Street, Springfield, Illinois 62701 (or via interoffice mail)
- Library card application for state government employees and elected officials
- Library card application for retired state employees and public library patrons
- Library card applications can be completed in person at the Circulation Desk, 2nd Floor. A valid state ID card is requested for state government cards.
