Preserving Electronic Publications (PEP) is a collaborative proposal between Illinois and Ohio to develop a national model for monitoring changes made to electronically published state government documents on the Internet in order to ensure permanent public access. State libraries, archives and depositories are mandated by statute to preserve government documents. Increasingly throughout the United States, information
that may be classified as state government documents are being published solely in electronic formats and posted on the Internet. Once removed from a state agency web site, this information may no longer be accessible to policy makers, researchers and the public. Because of this, it is important to maintain links to dated electronic publications and archive their content. Now that so many publications are published via the Internet, policy makers,
librarians and archivists must not lose sight of the historical value of electronic publications by dropping the links and the content from government web sites.
Therefore, the
goal of the PEP project is to provide leadership in developing recommendations
for a change monitoring mechanism that can be used in a "Find-It!
America" consortium made up of state Global Information Locator
Services (GILS) and agencies in other states dealing with electronic
preservation issues to ensure permanent public access to electronic
publications. The objectives of the project are to establish a standard
definition of "electronic publication" that can be applied
nationally, as well as appraise the criteria for identifying, selecting
and preserving electronic publications. Partnering in the PEP project
are the Illinois State Library, the State Library of Ohio, the Graduate
School of Library and Information Science and the Illinois State Archives.
The one-year grant pilot project addresses the category of Preservation and Digitization of the Institute of Museum and Library Services' National Leadership Grant program. As stated in the grant priorities, this project addresses the challenges of preserving and archiving digital media; leads to the development of standards, techniques or models related to the digitization and management of digital collections; and preserves and enhances access to unique library resources for use by a broader community. By addressing
these priorities, the PEP project can lay the groundwork for capturing, preserving and reconstituting electronically published government documents in perpetuity across the nation.
