The department tests applicants, maintains a uniform classification plan for positions under the Employment Code and maintains lists of qualified applicants.

It also makes appointments to fulfill the operating needs of departments, maintains a grievance procedure, monitors employee benefits and coordinates special projects, such as the Summer Internship Program and the Yearlong Fellowship Program.
