Secretary of State Police

MISSION AND GOALS



The primary mission of the Secretary of State, Department of Police is the regulation of businesses involved in the sale of motor vehicles and vehicle parts through the enforcement of the Illinois Motor Vehicle statutes and the Secretary of State Administrative Rules and Regulations. The purpose of this regulatory function is the protection of the consumer against fraudulent motor vehicle transactions throughout the state.

Secretary of State Police Goals

  • Provide for the statewide inspection and regulation of motor vehicle dealers, rebuilders, repairers, scrap processors and used parts dealers.
  • Conduct statewide criminal fraud investigations concerning altered vehicle titles and odometers.
  • Conduct statewide criminal investigations involving stolen motor vehicles, motor vehicle parts and the criminal use of related documents.
  • Maintain statewide inspection stations where vehicles for which a salvage certificate has been issued are inspected in order to detect stolen vehicle parts prior to reaching the consumer.
  • Conduct statewide criminal investigations involving fraudulent and fictitious drivers licenses and identification cards.
  • Conduct statewide training to all law enforcement agencies concerning the regulation of the automotive industry, vehicle titles, vehicle registrations, vehicle licensing, DUI enforcement, traffic regulation and the promotion of traffic safety.
  • Using federal and state grants, promote traffic safety and public awareness through anti drunk driving enforcement campaigns and fraudulent identification educational programs.
  • Provide for statewide regulation of all school bus drivers and conduct safety inspections of all school buses.
  • Provide for the law enforcement response to all of Secretary of State run facilities including all security related issues within the Capitol Complex.

The Secretary of State Police also maintains the Illinois State Capitol Police force which is located on the Illinois State Capitol Complex in Springfield. Their mission is to provide complete law enforcement services to protect the assets of the State under the jurisdiction of the Office of the Secretary of State. Ensure public safety, identify and mitigate threats and analyze risk, detect and deter criminal activity, prevent loss of personal property, and assist all persons within its jurisdiction in a professional and courteous manner.
