Proposed Rules for the Illinois Library System Act
The Illinois State Library filed the Second Notice version of proposed rules for The Illinois Library System Act (23 Ill. Adm. Code 3030) with the Joint Committee on Administrative Rules (JCAR) on February 24, 2015. The Second Notice includes changes made during the First Notice period that reflect the comments submitted to the State Library from the library community and from testimony during the statewide public hearing teleconference on January 23, 2015.
The rulemaking is scheduled to be considered by JCAR at 10:30 a.m. on March 17, 2015 in Meeting Room 3-1 at the Stratton Building in Springfield. It is the policy of the Committee to allow only representatives of State agencies to testify orally on any rule under consideration at Committee hearings.
JCAR will also consider amendments to other administrative rules related to the Illinois Library System Act. The rules that are impacted by changes in the System rules are Illinois State Library, Operations Division (23 Ill. Adm. Code 3010), Illinois State Library Grant Program (23 Ill. Adm. Code 3035) and Public Library Non-Resident Services (23 Ill. Adm. Code 3050).
